Currently, in the US, the roof is not inspected until the contract has been signed and the buyer is in the option period. during the option period the buyer can back out with no recourse - just say no and leave the deal!
At this point, the buyer will hire a Home Inspector to thoroughly inspect your home. The Home Inspector's job is to find every problem he can in your home and tell the buyer.
Most issues can be solved easily, you're effectively selling in an "as seen" state. However, if the home inspector finds any serious issues, you will be expected to negotiate or risk losing the sale. In most cases, the buyer is committed and a reasonable compromise can be reached quickly. (Luckily their real estate agent is on your side because they don't want to lose the deal and their payday!)
However, if you're roof is damaged the situation changes dramatically, and the chances of losing the sale are dramatically increased.
